Formal Sector Health Insurance Scheme

The Formal Sector Health Insurance Scheme is for the following group of people:

  • Public Sector Health Insurance Scheme
  • The Organized Private Sector Scheme
  • State’s Uniformed Services e.g. TRACE
  • Students of Tertiary Institution Social Health Insurance Programmes

Implementation of the Formal Sector Health Insurance Scheme

  • The formal sector health insurance scheme is one of the schemes that OGSHIA is tasked with implementing
  • This sector is made up of the public sector (Civil and Public servants) and the Organised Private Sector
  • The initial implementation phase of the formal scheme is targeted at covering civil servants in Ogun State and their biological dependents
  • This scheme will also provide cover for retirees.

The Formal Sector Health Plan

  • The formal sector health plan will cover the civil servant, his/her spouse and four (4) biological children under the age of 18 as a family package.
  • Deductions for premium will be made directly from employee’s salary.
  • Deductions will be progressive in nature, in accordance with the principle of equity i.e. the more you earn, the more you pay.
  • There will be a 60-day waiting period before the staff can have access to health care.

Registration

  • Selection of health facilities of choice from the list of accredited health facilities
  • Issuance of identity cards
  • Waiting period of two months (60 days)
  • Enrollee access health care
  • Change of providers if necessary
  • Replacement of lost cards upon receipt of charged fees
  • Card renewal
Informal Sector Health Insurance Scheme

The informal sector in the state will be strategically targeted using various innovative means to ensure that every person in this sector is covered with health insurance. The Agency shall work closely with all stakeholders to develop programs and strategies towards this.

  • Voluntary Contributors Health Insurance Scheme

Implementation of the Informal Sector Health Insurance Scheme

  • The informal sector health insurance scheme is one of the schemes that OGSHIA is tasked with implementing.
  • This sector is made up of market/trade unions, transport unions, farmers’ associations, traditional and religious bodies, and any other association/body not captured under the public (Civil and Public servants) and Organized Private Sectors.
  • This sector constitutes the larger proportion of the society.

The Informal Sector Health Plan

  • The informal sector health plan will cover the enrollee alone, family package comes at a discount.
  • Contributions will be made yearly, or as otherwise agreed with OGSHIA.
  • There will be a 60-day waiting period before the enrollee can have access to health care.

Vulnerable Group Health Insurance Scheme

This group constitutes residents of Ogun State who cannot pay for themselves (indigents) and shall be covered by subsidies from Government, donations and grants from donor agencies and philanthropists with special attention on:

  • Pregnant women
  • Children under 5
  • Elderly
  • Physically and mentally challenged
  • Prison Inmates

Basic Health Care Provision Fund (BHCPF)

The Basic Health Care Provision Fund (BHCPF) is an intervention by the Federal Government of Nigeria with the aim of acting as a vehicle for the country’s effort at achieving UHC. The intervention is expected to achieve its goal through the following mediums;

  • Effective delivery of Primary healthcare service
  • Provision of the Basic minimum package of health services (BMPHS)
  • Provision of emergency medical treatment (EMT) to Nigerians

The National Health Act of 2014 mandated the establishment of the BHCPF. And the main source of funding for the fund is 1% of the country’s Consolidated Revenue Fund (CRF).

BHCPF is being implemented through 3 agencies that act as the administrators of the intervention. The agencies are:

  • NPHCDA through OGPHECADEB (45% of the fund)
  • NHIS through OGSHIA (50% of the fund)
  • FMOH through DHS & NCDC i.e. EMT (5% of the fund)

Funds from the NHIS gateway (via OGSHIA) targeted at providing health insurance cover for the indigent in the communities, with emphasis on pregnant women and children Under 5.

 

Sponsorship of Indigents (Poor) for Health Insurance Coverage in Ogun State

This is an adoption program for donors and corporate businesses as a form of Corporate Social Responsibility (CSR) to adopt and pay premium for the vulnerable group.

With the fast-growing population, the cost of healthcare delivery cannot be catered for by the government alone, both at the state and federal levels. This challenge of healthcare financing in the face of inflation and other forms of economic crisis is being addressed by the concept of health insurance. Health insurance is a form of healthcare financing that operates on the principle of solidarity and equity. This allows for access to healthcare for all, even the vulnerable/indigent residents without a means of livelihood should be covered.

In the spirit of solidarity and with the aim of achieving Universal Health Coverage (UHC), Ogun State Health Insurance Agency is proposing a ‘sponsor an indigent’ healthcare project. This allows for individuals and corporate entities to adopt and take financial responsibility for the health insurance annual premium payment of a specified number of indigent/vulnerable residents in the state.

Below is the breakdown of the premium for the indigent/vulnerable group, on an individual basis:

Monthly premium – ₦1,000 per beneficiary

Yearly premium – ₦12,000 per beneficiary

This is expected to accelerate the rate of achieving UHC in Ogun State.
